In some area Police dept using relevant state Police Act some clause issued notification that Land Lord should collect details of tenant and submit to Police Station.

In Practical situation this is proper for Leave and License but for tenants who are there for decades it may not be necessary

But again how local police station , land lord interpret rule it depend.

Better for clarification try to check from local police station or any authority using relevant law whether they have issued any such notification for your area.

If notification or public notice is issued by Police dept. then you have submit details to Police Dept.

As per my memory suggest Pimpri Chichwad in Maharashtra area such notification was issued in past.

If notification is not issued from tenant larger interest don't give.

If notification is issued either you follow the notification or challenge the notification in Court of law

What was the reason for asking the KYC details by the landlord suddenly after so many years. You may cooperate with the landlord to avoid unpleasant situation after analysing the facts in this regard.
