Registration of FIR

I have approached my PS officers to register an FIR regarding Forgery and cheating.
In spite is several requests they are receiving my complaint and investigating the matter, and advised me to file a pvt complaint.
I submitted a complaint to the C.P at the inward section regarding the crime and presently I have an ack of the same.
Can I file pvt complaint basing on the complaint lodged with CP, or do I have to necessarily file a complaint at the local SHO and produce the same for reg of FIR, or approach the HRC for orders to the concerned SHO to reg the complaint.
Pl advice.

Sir,
File a complaint under section 200 Cr.P.C as well 156(3) before the area magistrate and get the accused arrested.

Yes, complaint can be filed before the magistrate.
