What is structural changes to flat

I am planning to extend the window of my kitchen; Change the sink location and slightly increase the entrance of the kitchen. I am residing in Mumbai. Will these constitute structural changes to flat. My society's secretary had told not to make any structural changes in the flat.

"As long as the load-bearing walls or pillars are not touched, the civic body will not interfere during the renovation of a flat, municipal commissioner Ajoy Mehta said on Wednesday. Only the toilet and kitchen areas cannot be shifted in a flat as they may cause leakages in neighbouring apartments."
