i want to know what exactly is 'Unearned Income' under the Maharashtra Land Revenue Code??

See generally when illegal things take place to put it back on track they impose penalty in one name or other ask person to pay them and then regularize all things , this is procedure under the Maharashtra Land revenue code 1966

Now there are many irregularities which person can do and if I start putting them down then it will be like writing book here which is not possible and myself not sure of big list too.

Under circumstances tell me for what purpose they asking you to pay penalty. (Eg. you where allotted land for agriculture purpose then for last 20 years you are using it for non agriculture purpose so they are asking to pay last 20 years penalty in some or other name and then regularize things from now onwards etc)
