Means from where my salary will be start ? as a fresh employee in dat post or from my previous UGT post scale?

normally in such case the service continue and if on appointment the employee was getting higher than minimum salary of the post the pay is fixed like in case of promotion, if new post is of higher scale.

Consult Tripura School Education Rules for counting your previous service and protection/fixation of pay and discuss with a local lawyer practicing such service matters.

Good you have improved academic qualifications and now eligible for higher job in the same Government.
Thus you are eligible for continuous of service. However, the SR (service register) need to be properly entered and you should arrange to ensure that the services are properly entered in the SR. Else at the time of improvement and pension calculation, there would be hurdle.Only procedural compliance need to be done.
good wishes
