Regarding political party content writers

Hi All,

Can a central government employee play the role of content writer for any political party (regional political party) ?

1)What does the rule say ? any idea ?

2)Still its not sure whether the regional political party will give any money for content writing or not. Can a central government employee play that role ?

Last time I had a unforgettable experience with a so called expert who spent all the time to fight with other experts rather than sharing views on the query.
