Dear sir
Civil suit pending in civil court, one survey number came to tahasildhar court to dispute. Is special tahasildhar have rights to order to do pauti khata when the civil suit pending in civil court. Thank you

If the civil suit is not pertaining to the subject now referred before Tahsildar then they can very well proceed.

It is to be ascertained from records (of both i.e., before the Court as well as Tehsildar) to whether the matter pertains to same issue / cause of action ?
What is the opinion and advise of the lawyer engaged by you, who is well aware about facts and circumstances of the case ?
