use of software purchased in india

I have a client which is a trust registered under bombay public trusts act.
another foreign NGO is working with this trust for the same cause.
Now this trust intends to purchase a software and give it for use to a volunteer of that foreign N.G.O. for no charges (because the causes are same and they are working hand in hand)
1. Is it ok for the trust ? from trust regualation point of view ?
2. The software will be purchased in India, in Indian currency but will be used abroad, what will be the issues from software point of view.
what paperwork will be required ?

2. The use fo software would attract the local rules and regulations of that particular country.

But Software licence issues need to be checked as they would be stipulations of its usage off-shore.

Purchase of the software by the Trust has no regulation issues.
Similarly, all that is required before using any third party software is that one should possess proper licence to use it. As long as one uses a licensed software, whether it is being used off-shore or on-shore would not matter at all. The problem will arise only when some one using a software without a valid licence.
