Housing Society - Repairs and Painting

Our housing society is getting all the towers repaired and painted.

As per bye-law 13(b), a major repairs fund needs to be created by the general body on area basis for the purposes of contribution.

The Secretary without any resolution of the general body has started raising bills and moreover the bills are not on area basis.

As per bye-laws, a complaint on the matter needs to be made with the Co-operative Courts.

Please let me know as to the time limit by when I can approach the Co-operative Courts.
