extortion related question

The word 'COMMIT' extortion in sec. 389 or sec.387 IPC MEANS the intention to commit or actually committed.Please guide.

There is no necessity of actual commission in the given sections. If the intention of the accused was for the extortion then it complies with the requirement of the referred sections.

if a person is having any intention and he is not acting upon it then no offence would lie however if any action is taken towards fulfillment of that intention then an offence has been commotted

UNLESS AND UNTILL THERE IS ACTUS REUS THERE IS NO MENAING OF MENS REA. UNDER THESE SECTIONS THE EMPHASIS HAS BEEN PUT ON "ACTUS REUS". THEREFORE THE ACTUAL COMMISSION OF THE SAME OUGHT TO HAVE BEEN THERE.
