Rs.15 lakh for Conveyance deed for CHS??

Hello,
Our society is 30 years old and we do not have conveyance deed. When we approached some agencies to get the same, they told us that it would cost Rs.15 lakh to get conveyance deed.
I have heard from some sources that getting this document is not so expensive.
I wanted to know can I as an individual get the conveyance deed for our society? And if yes whom should we approach and what documents should we furnish?

Be sure whether it is conveyance deed or society registration deed ?

We have the society registration deed. Ours is a registered society. However, the builder who has settled in the US since over 20 years cant be traced. And talks for redevelopment have began. This however cannot go ahead without the conveyance deed.
Now we dont know how to go ahead getting the same. Because we have heard of charges rnging from 7-15 lakh for getting the conveyance deed.

Regn. of a Conveyance Deed in the name of a Regd. Housing Co-operative may be exempt
from Regn. charges . Pl. enquire from O/o The local Sub-Registrar or from the local Regn. Rules.
