Landlord not paying money

I am from Tamil Nadu, I have paid to landlord 10 Lakhs Rupees as advance money to build the shop for me within 4 moths time period, we made agreement in 20 Rupees stamp paper not registered with two wideness, the period is over now, he is not starting construction work and not returning my money.

Kindly Help me, how can I get money back.

You have executed the agreement on Rs.20/- stamp paper instead of Rs.100/- as required. issue a legal notice and file suit for specific performance against your land lord.

file a suit for specific performance and claim back the amt along with interest as an alternate prayer in the said suit
