Re-Registration of Settlement deed

My father has given a part of the property in favour of my sister by way of settlement deed duly registered. My father has recently expired. the following are my queries:
1. How does the property get transferred on my sister name?
2. Does she have to re-register the settlement deed?
3. What about the property tax & water charges etc.

1. As the settlement deed is already registered so approach concerned authority with an application, deed and death certificate of your father who after due verification shall transfer the property in the name of your sister as per procedure.

3. All shall have to be cleared before transfer.
