Attestation of Gazette notification

Dear Sir.

The probelm iam facing i have diffrent name in Pasport and educational certificates, but i have copy of Gazette notification to corelate this discrepancy.

Right now iam In qatar and my resident visa in processing, the immigration authority is not accepting the Gazette copy.

Could you advise me, what to do, do i have to attest the Gazette copy from MEA or HRD...to accept in foreign country.
