Can anyone can file case directly to highcourt

sir,can anyone file case/suit directly to highcourt as already the same case was pending in lower court...

if suit is already pending in lower court how can you file suit in high court .

for filing suit in high court it must be withing pecuniary jursidcition of the high court

if the suit is pending in the lower court than what is the need to file the same in the high court and it can not be filed
