Dear Sir ,
We are 2 brothers, my father owned a D.D.A
Flat as original allottee ,he passed away in July 2011 without making a Will. What documents have to be submitted in D.D.A to get the flat transferred to my mother's name.

Send simple application to DDA from your mother. The DDA will respond to your mother's application with a checklist of documents required to be submitted by your mother.

For submitting papers for various transactions with DDA please contact Counter no. 11 at the Reception at Vikas Sadan and purchase a copy of the consumer guidelines of the department with which you have to interact.
For knowing as to which guideline is applicable to your case, please contact the Counsellor.

Your mother is not only legal heir to inherit the property of your father, each successors have to relinquish their rights over the property in favour of your mother, because father is died intestate, so naturally successors are entittle for equal share in the property.

Guidelines for transfer of Allocation/Allotment of flat within family member
The following documents are required to be submitted:
Affidavit from transferor on Rs. 10/- non-judicial stamp paper duly attested.
Affidavit from transferee on Rs. 10/- non-judicial stamp paper duly attested.
Indemnity Bond from the transferor on Rs. 100/- non-judicial stamp paper duly registered.
Indemnity Bond from the transferee on Rs. 100/- non-judicial stamp paper duly registered.
Undertaking from the transferee in case the of possession of the flat has been taken
over by the allottee on Rs. 10/- on non-judicial stamp paper duly attested.
No Objection Certificate from the employer/Govt. loan paying agency, if house building advance obtained.
Documentary evidence of relationship i.e., attested photocopy of:
School leaving certificate,duly attested by the gazetted officer or
Passport, etc., duly attested by the gazetted officer and
Ration card duly attested by the gazetted officer
For SFS flats - Bank guarantee duly renewed, if applicable.
Gift Deed in case the conveyance deed has been executed and registered shall have to be registered after obtaining possession.
Photograph and three Signatures of both duly attested by the gazetted officer.

Basic question has been replied by only rajeev (rajoo). Your mother is not the sole legal heir of your deceased father so simple application on her behalf to transfer the property in her name on the basis of death of her husband shall not work.
All legal heirs shall have to relinquish their ownership rights in favour of your mother first and only then your mother can claim full ownership right overt the demised flat. So first of all you all other legal heirs of your decease father relinquish your rights in favour of your mother by way of a registered relinquishment deed before registrar and then enclose its copy with the application to be moved by you mother with DDA as per procedure told by various experts. Procedure is also available on the official website of DDA.
