Pls suggest me how to take action against the teachers who are leaving the job without informing the school authorities, they have even not completed their service period of 11 months.

when you appoint teachers mention in offer letter that if any teacher desires to leave she will have to give 3 months notice .
teacher should accept the terms mentioned in offer letter .

is that any agreement mentioned in the appointment letter, if it is then according to the agreement you can take action against them , if not then difficult

Practically you cannot be anything. You can try the following alternatives if very keen to be laughing stock:
(I) Reject the resignation take action for unauthorised absence and hold ex-parte inquiry and dismiss him. Be ready for him to get reinstated if there is any procedural flaw in the inquiry procedure.
(II) File a civil suit of breach of contract and cheating against the students. Keep wasting time and money.
(III) Withhold the PF application . Be ready for prosecution under EPF Scheme.
(IV) Keep track where he/she is joining and information to the news school.

Is there any service contract??? If any is there and conditions stipulated there in favors you take action accordingly.

Please consult the statement which you private school submit to the Education department / Examination Board regarding, regarding the wages being paid to teacher.
JUST PAY THEM THE SAME WAGES AS STATED IN SUCH REPORTS
