Transfer of owner ship of two wheeler

Dear Learned friends,
I have taken a second hand two wheeler kinetic honda from my neighbour, I have submitted the documents through a Driving School to the RTO Office Indira Nagar Bangalore for the Transfer of Name Change i.e Transfer of ownership in the RC BOOK.
Now the RTO is expecting the previous owner should come and sign in the register, but my neighbour is not willing to come to RTO Office and put the signature.
Please let me know how to move further and get my RC Book back from the RTO Office.
Is there any way to get my RC Book legally back from RTO.
Your opinion would be of great help to me.

Have you got the property transfer documents signed by the other person.
There is no need for him to go to RTO, it can be done w/o his presence.
I guess the RTO is expecting some gratification, you should meet higher ups there.
