Rules and provision authenticating inter departmental enquiry

Dear Experts, my organisation want to conduct some inter departmental enquiries on some employees, but before initiating enquiries they want the provisions / sections/ act which provide for interdepartmental enquiries of the employess at its organisation and factory location.
Please guide and state the sections or rules accordingly ?

Interdepartmental Inquiry is within organisation but its standing Order allow it or not, whether it is PSU, Govt dept. or any other organisation u must disclose all fact to get appropriate answer.
