Full fledged market is running in janta flats ( Indirapuram ) , sold by GDA on very nominal rates. Now they are costing 25-30Lacs, since they are being used commercially. What kind of legal action may be taken and who is responsible?

Wrong development plans & policies of the Development Authorities, inadequate arrangements for convenient commodity markets, developments of very small community shopping centres as compared to the area population and inconvenient places selected by the authorities for community shopping centres, and the top of all the sky-rocketting commercial rates for all such commercial places are responsible for such type of irregularities. This is not only the case with only Indirapuram, but in all metro cities and suburban areas of metros everywhere in the country.

wheter permission for change of user has been given? if no permission given then GDA can take legal action . inform GDA . if noa ction taken file writ petitiion

This is happening all over the country. GDA is not keen to take any action.
File a writ, if you can take the pressure from all stake holders whose interests would be hit.
