Ration cards for a single man

My son aged 29, wish to live on his own and wish to have a separate Ration card for himself.If a man lives separately (Single Man) can he get a ration card? He wish to cook at his home/ room, as he is a bachelor, and wish to buy rice etc.
If not why,(Can he file a case? against whom and which department?) and if Yes how should he approach the authorities?

is his name included in your ration card?
if so after removing his name from your ration card,he could apply for a fresh ration card,to the concerned taluk supply officer.

Grievance I wish to my sons name R.Guru Murthy,aged 29, (who is a PhD Scholar, works with LT ECC Division Chennai,and likely to get married soon,) from my Ration card, and apply fresh one for him. He stays in I floor, where I am staying in II Floor. On inquiry, I was told that they wont issue the card in the same division, and he should shift his residence from Villivakkam and stay some where else.(He should not not reside in same division) I am here for the last 50 years and he also live here for the last 29 years (Since his birth) Please advice if this is correct.

Reply Rejected. The ptnr has been instructed there is no rule to give deletion certificate in the same door and to an unmarried individual. Hence the appln has been rejected vide Ac, Villivakkam zone, Lr.No.1182/2012, dated:27.9.2012.

Now I wish to know in which number of the Consumer Rule the issue of issuing a Ration Card to a single man, whose name is deleted from the existing one is mentioned as no ration card shall be issued to a single man who has separated from his family Can not be issued. Will any Advocate will present my case in the Honorable Court and get an order in my favour?

I browsed the net for the Ration Card and here are the details I found. Nowhere in the site it mentioned that Issue of Ration Card for a Single man is prohibited. But the Govt of India made it mandatory that all the citizens should posses Ration card.

Procedure
The application for the issue of a new family card has to made in the prescribed application form from the card-issuing authority, namely the Assistant Commissioner of Civil Supplies in Chennai City area and from the Taluk Supply Officers in all other districts. It has to be submitted along with a passport-sized photograph of the head of the family.
Time Taken
The time prescribed for the issue of a new family card is 12 months after due Door Verification process.
