Facing mental harrasment for neighbor and tenant

I have a house in sani gaon mount abu; I want to start a paying guest house in that property. I have applied for registration of paying guest house but since I have done that my neighbor and tenant started doing mental harassment on me and my family.
My neighbor who wanted to sell his house made complain about my property in court and filled case against me and even in RTDC department. I wanted to put tin shade on my stairs for protection of rains; he thereby complained in court that I am doing an illegal construction and filled a case against me. In RTDC department he complained about not giving license of paying guest house on my property. He mentally pressurized me to buy his house and to live a peaceful life we purchased his house even at double of DLC rates. He gave me memorandum of understanding for complains he made and withdrawal his case from the court. I wanted to take a loan on the property which I was willing to purchase from my neighbor but when I asked him for documents so that I could get my loan sanctioned he started ignoring me. I even gave him notice twice for making me documents available but he replied in notice with some unrealistic answer. When the agreement date lapsed I asked him to return me the agreement amount then he told me your agreement amount is forfeited.
He even left a massage for me from a third person who is mediator between me and my neighbor that “ tell them to buy my house else I would complain about them in income tax department, sales tax department and many other department. We would make such complains that they would have a huge losses in their life”. We are ready for investigation of any department and even ready to pay fines and penalty if we are in default but not on the basis of his complain. He is mentally harassing my family for purchasing his house. I even sacrificed my profession of chartered accountancy because of my family financial conditions. To improve my family financial conditions in decided to run a paying guest house in that property.
My tenant who recently lost a case which we filled against him for vacating our premises in civil court of mount abu ; even he started harassing us by support of my neighbor. He is expecting a lump sum amount to vacate the premises but we don’t have so much money to give them.
My father is a heart patient and even my mother came in depression with all such harassments. So I kindly request you to take some appropriate actions against my neighbor and tenant. If due to such harassment anything happens to my family or I say to my father or my mother then these people would be liable.
tell me what action i can take against him.

1) contact a local lawyer
2) you cant be forced to buy neighbour property at double the rate .
3) as far as forfeiture of earnest money is concerned what were the clauses in mou for failure to furnish documents of title etc .
4) did the agreement contain a forfeiture clause
5)as far as your tenant is concerned if you have won the case you have nothing to fear against the tenant . dont bow down to black mail tactics

I think its more in the nature of self-invited trouble.
No one can compel you to buy a house at double price.
You need to adopt legal ways to conclude the things.
visit some local lawyer and fight out the things with force.
Dont feel pathetic...

thanx a lot for ur advice. i planned to complain about these people in local police station is that appropriate? there are any department or forums where i can complain??
