Being a staff in lower court can i write about my grievance to the chief justice personally?

Hi, I am an Lower Division Asstt. in a lower court. But it is unfortunate that I am being used to work as a stenographer to Chief Judicial Magistrate without any profit since the last four years. I also filed petition before the Chief Judicial Magistrate to allow me a table in office to work as L.D.Asstt as I was not appointed as Stenographer. Additionally, the post of the stenographer is lying vacant since the last four years and there is not attempt on the part of the authority to fill up the said post and I have been utilized to work as stenographer without any profit although I am an L.D. Asstt. and not a stenographer.
So, it is apparently that what is happening with me is illegal. Under such circumstances can I write to the Chief Justice of High Court personally? Please Help me.

You should first address your problem to the District Judge that too politely.

Why do you want to adopt negative line of action just to offend the authorities? If the scale of the stenographer's post is higher than the LDA, simply ask the authorities to issue formal orders, if not already issued, for posting you on the job of Stenographer. Also, ask for fixation of pay on higher scale for the whole of the period since date of your working on that post. The authorities will automatically discontinue the arrangement and make another arrangement for a stenographer, if they would be unable to fix your pay on higher scale due to your ineligibility for the promotion to that post.
