Sharing of common expenses

Sirs,
I bought a house about 5 years back and have occupied the same recently about 3 months back only. The house was vacant all this time.
The property has 6 flats and while electricity meters are seperate for each house the water tank is common and no meters are available for this.
Now the other residents have approached me to pay for the water charges for the last 5 years (even though my house was vacant) on a equal sharing basis and have submitted an estimated cost of 32,000 as my share.
I have argued with them that since my house was not occupied there was no consumption of water and hence I cannot be made liable for their water usage. I have however agreed to pay for other common expenses such as cleaning of staircase and driveway etc for the last 5 years as part of the property upkeep.
Please let me know whose stance is correct.

it's depend on the bye-laws of the society or settle the matter amicably
