Arrest without a warrant

Can police arrest a person without a warrant against whom a complaint has been filed for commission of a cognizable offence such as under section 295 of IPC, by validating the necessity of arresting such a person by giving excuse that the purpose of arresting such a person was to safeguard him from the 'wrath of public'.(this reason finds mention in 177th Law Commission Report).
If yes then do provide some cases in which this reason given by the police was upheld by court.

I tried searching high and low for the same but have only been able to find a passing mention of it in the 'Law Commission Report' and 'Royal Commission Report on Criminal Procedure'. So I just wish to inquire that whether this reason has been given by the police for arresting any person and subsequently the same has been upheld by the apex court
