I understand that even when there is a "Will"the transfer of property has to go through the process of obtaining heir certificate / succession certificate after incurring time and money for it. My doubt is , in such a situation what is the purpose of writing a will [whether registered or unregistered as there is no difference between the two

This is made to give universal application of Will. Once Probate is granted the Will is considered to be authentic all over the world.

Merely incurring some money for obtaining probate of the will shall not make the things equal as you anticipate. Dying intestate and making will are two altogether different and distinct issues which contain many many difference and benefits in each situation so there is no comparison between these two.
