Are you an investigating officer to make preliminary invetigation about the theft with the intention to file a criminal case or to issue a charge sheet to the delinquent employee, or you have been appointed as an inquiry officer in a departmental/ domestic inquiry to inquire on to a disciplinary case after issue of a charge sheet to some particular employee?

Also opinion or findings on what specific issue of inquiry you want?
