what should I do to stop the harassment made by the junior clerk of Sub-Registry office for a encumbrance certificate, though he is harassing every one of my client either by neglecting of by asking for a bribe and unnecessarily delaying in issuance of the certificate for a long period. Some times he is denying also.

You are advised to redress your greivance before anticorruption department against the clerk.

If any body want to get his work done he has to bribe. This is the custom in many of the departments. System is ill. If One culprit is caught red handed, system will not change.

You client should have courage and proceed for getting this corrupt employee in the net of law.

A group of sufferers may meet the collector or some senior official.
