Age for muslim marriage

The Indian Marriage Act specifies that a girl should have completed 18 years and the boy should have completed 21 years at the time of Marriage.
The Mohammedan law specifies that a girl can be married once she has attained puberty.
1. In my case the boy is 26 years and the girl is 15 years who has attained puberty. Are they eligible to get married?
2. If its permitted, is there any prior approval needed from any concerned authority to avoid any problem at the time of marriage.
3. The marriage is not taking place at a Dharga. It is going to take place at a Marriage Hall. So the possibility of authorities interfering is high. How can this be avoided.

NEW DELHI: Ruling that a Muslim girl can marry as per her choice at the age of 15 years if she has attained puberty, the Delhi high court has held the marriage of a minor girl valid and allowed her to stay in her matrimonial house.
"This court notes that according to Mohammedan Law a girl can marry without the consent of her parents once she attains the age of puberty and she has the right to reside with her husband even if she is below the age of 18....," a bench of justices S Ravindra Bhat and S P Garg said.
So you are not going to face any problem in the given issue even if you arrange the marriage in marriage palace.
