Passport for adult adopted as a child. adoption deed is not registered.

I'm currently 24 years old and was adopted when I was 3 months from my paternal uncle (biological father is my adopted father's brother). When I went to the passport office they informed me that adoption deed has to be registered and directed me to get a court order. however, the deed was done in my adopted father's name and he expired in April, 2005. How can I go about registering the deed or obtaining a court order? Is it necessary to get registered adoption deed for in-family adoptions? Please help I urgently require passport in order to pursue higher education.

you will need court order as adoption deed is not regd . you cant register the deed now

Registered adoption deed must. Approach court for necessary orders.

As I said, my father is deceased so I can approach the court for obtaining an order? There is no contact with biological parents due to family differences so I cannot count on them for any help. Can you help me with brief procedure for obtaining court order?
