Nasty neighbours.

Good day .
Yes, as boring and cliche it may sound.
The good old common man's good old problem -
unruly and unreasonable neighbor.
Oh, thats something we all have got to adjust isnt it ? I have heard this a million times.
I also am well aware of the live and let live policy and what not. I also strongly advocate peace , harmony, and in the implementation of enshrined ideals of brotherhood . But then , as a mere mortal , there is a line drawn somewhere and every such mortal has a certain pain threshold .
Id like to get to the point now.
I’m in an old residential and peaceful locality in Bangalore which is now a plush and highly unaffordable neighborhood.
Im extremely thankful to my grandfather who had the foresight
This is a location with over 60% being retired pensioners and 90% of them are tamil Brahmins.
We are one such family as well.
The road in which we are put up is more like a private lane housing just 5 houses on that road and it’s a dead end.
Our home is the last on the road. A very pleasant and peaceful place to be in.
Coming to the neighbor. One extra large Punjabi family.
Does that explain most of it ? wait for some more. The family has an extra large german shepherd as well.
Il quickly point out the problems :
1. Neighbors – Senior Mr Sharma and wife , 2 sons , their wives , and 4 kids in all. (2 per family.)
2. Very Narrow road. Our house is the last. My father is renowned doctor and a very busy physician-cardiologist. He has rush out of home quite frequently to save his patients in distress and agony. I hope that is reasonable. Vehicles owned by my neighbors :
Innova. Swift. Civic. Passat. Audi. Dezire. Yeah ! 6 cars.
My father or myself or anyone for that matter simply cannot get out of the house and go anywhere because atleast two of the above mentioned cars are always parked on the road
All through the night. An innova and a swift desire. Remember it’s a dead end and ours is the
Last house. Its not impossible , but a pain each time to get past their two big cars.
This is at night . During the day , it’s actually a little worse. They park the car right in the middle of the road in the context of either washing the same or waiting for one member to get in to the car to head to a multiplex or just another loud party of theirs . While my father has to helplessly wait in the car looking at every second and worrying about his patient in the icu !
You Keep Honking , we don’t give a damn !! that’s the attitude shown to us. They really think they own the road.
3. They are insensitive and very , oh very foul mouthed ! The senior couple need a special mention in this department ! If we move over to make a conversation with them , before we even open our mouth to say a hello , we hear a ‘’ bastard’’ from Mr Sharma or a worse hindi swearword from Mrs Sharma. They are foul mouthed to the core , lack basic respect and manners and use the choicest of hindi swears at us all the time if we complain to them about their innumerable nuisance that we are putting up with.
4. To complete that extra large family is one such large German Sherpherd that is now being used a henchman to “ attack “ people who don’t fall in line ! The so called trained beast is ferocious and pounced on us countless times but now we do not wish to push our luck any further.
5. Mrs Sharma even threatens our maids and visitors to let the dog loose on them for God knows the reason.
6. Incessant barking day and night is become hell for us to stay in this house. It does sound small and silly but living in here is much more difficult than just imagining the issue. I know there are lot of trivial and serious issues in the world out there and this very small in comparison but a nuisance is still a nuisance nevertheless and to me , no problem is big or small and every problem needs a solution. A pain is a pain.
7. Cops treat this as a non issue , obvious isn’t it ! we somehow managed to get them here to warn them about the dog. For a month there was no problem.
8. Again after a month back to square one !
9. Cops and others simple advice us and take lessons on friendly neighborhood . Sorry. It doesn’t work. You can’t put up with one who greets you with a swearword ! period.
10. Id like to know what options I have to bring these hooligans in line as regards their blocking the road with cars and their disdainful , insalubrious behavior !
11. Im not seeking any drastic legal action as I am not willing to spend my time in court for the sake of this dirt . Atleast what im looking for is a reasonable ground for someone ( a cop , say ) who could come over and aleast do some hard talk with them and get back. I really need help and your opinion in this issue. Would greatly appreciate that .

why do you want opinion when you are not ready to take legal action, settle the matter amicably or start legal fight. choose one option as you think fit

My sincere apologies for the rant like long query. Point 11 summarizes the whole of it.
I just thought substantiating the issue would bring in more clarity that would enable you to visualize the whole thing and feel our animosity . This seems a non issue to most people and if i had stated the whole thing in just a line or two , it would seem no different to you experts as well.
Yes I have stated that I am unwilling to go full on with a legal battle but that is just my present state of mind which I thought is necessary for you to know.But this doesn't prevent you from providing me a solution in the form of legal options which I have sought above. ( do I have a firm case in the first place , if yes, what is their offence and what measures I may resort to ). As said above, the whole thing
is way beyond any amicable settlement as they are highly abusive , not even letting us approach them for any talk.
Lastly , the query may be rather long , but that doesn't make it a write off not warranting a reply. Nothing prevents a long query from getting a short reply/solution , if any. Thanks.

I believe your only remedy is either a police complaint or approaching a political party bigwig.

Yes sir , thank u for the reply . I tried my luck with the police yesterday . But as stated above , ineffective . They talk a bit strictly in front of us , go in to their house and then come out smiling and in turn ask us to adjust and simply go away . Guess you understand my implication.
Political bigwig , yes , seems worth trying .

3. Huge ferocious dog chasing anyone it sees . No lead or chain .
