Is sales deed utmost necessary to re-sale flat in maharashtra? is there any way owner can make transfer deed without sales deed?

it is necessary to enter into written agreement for sale of flat . pay stamp duty and registration charges . get flat transferred in society records

To whom you wish to transfer the property?
If you wish to gift it away to close relatives, gift deed duly stamped and registered is necessary.
If it is self-acquired property you can leave a Will which will be executable only after the executant's demise. This need not be registered.
If transfer of property is to a third person for consideration unless registered sale deed is executed in registrar's office, the buyer will not get the title.
