Pl clear my doubts to change my name in all records

I notified in the gazette to change my name.When I contacted the kerala pareekshabhavan to change the name in the SSLc,they firmly stated that they will correct only clerical errors.Pl advise me how can I get changed my name in all records.
My son-in-law also notified in the gazette to change his caste and relegion in the SSLC.The pareekshabhavan will not chage it.Then how can he utilise the gazette notification?

They should change the name accordingly, if they are not ready ask following questions under RTI.

1. Whether name can be changed in certificates and concerned record ? If no provide the copy of concerned provisions.

2. If yes, what is the procedure ?

3. I have applied for name change with such notification in official gazette, what action has been taken by department ?

4. If no action has been taken yet, what are the concern provisions, according to which no action has been taken? copy of these provisions be provided.

If the request for effecting the required changes has been turned down, file civil suit. contact a local lawyer.
