Live certificate for poa

If an NRI give a POA to somebody in India to sell his Immovable property does the Grantor need to give a "Live Certificate" to the attorney so it can be presented to the Sub-Registrar to register the sale deed. The property is in Dehradun.

I was reading an article that a new law was passed that regarding POA for immovable property requires a Live Certificate.

How do the NRI get a Live Certificate? Please advice.

No such Live certificate is needed in most part of India. However I am not aware of any such need in Dehradun.
There is no harm though if Principal gives such certificate.

The life certificate is required to be given to POA by the intended principal for registering or transacting the property, before the registrar. The said certificate has to be given by a Government doctor of he place where the said person is believed to reside and if it is a foreign country, beside doctor's certificate an attestation by the Indian Embassy/High Commissioner's office to be obtained for proper authentication.
