PF withdrawal without employer's sign

Hi
I quit my company due to some unavoidable issues and my HR asked me to pay 45K to get releaving n release PF.
As I m from a middle class family I can't pay 45K, so plz let me know how can I withdraw my PF without my employers interference .

the company have no right to stop the EPF fund .
Here are steps you need to do to successfully withdraw your EPF without previous employer signatures.
First download and fill up Form 19 (for EPF withdrawal) and Form 10C (for EPS Withdrawal)
Get it attested by any one of the following
Manager of a bank (PSU preferred)
By any gazetted officer.
Magistrate / Post / Sub Post Master / Notary
Write down a letter addressing the regional PF commissioner, stating the reason why you have to get it attested and how you are facing issues with your employer. In case you have any proof of unsupported behavior from your employer, better attach it.

The PF funds in PF a/c maintained with EPFO are not in control of employer. The employer can’t decline to attest PF forms, it is offence. The designated HR personnel has to attest the PF forms and submit to concerned PF office in 5 days and supply the acknowledgment to employee by effective mode e.g. redg. Post.
You may first submit PF forms by redg. Post and obtain POD and certified copy of run sheet of postman from PO.
You may mention in covering letter to supply the acknowledgment
Issued by PF office by redg. Post only and that self addressed postage prepaid envelope is attached for sending redg. Post to you.
Record all calls/meetings (audio/visual).
If company does not comply you can lodge complaint thru RPFC in nearest PF office.
It shall be better to transfer and keep the account regular for 10Y and be eligible for pension and many other benefits that you can confirm from EPFO website and nearest PF office. If you withdraw you shall loose part of EPS component.
Employee can not withdraw for 2 month’s after separation.
As per your other post you have not separated.
