Is it possible to file fraud case on person/firm/company as power of attorney of someone?

1. Any person acquainted with instance of crime can report the complaint to a police officer. But a P.O.A. holder cannot do so since he has not witnessed the occurrence of such the crime alleged. This is a basic legal theory.
