sir ,i have applied as obc in ssc cgl 2013 form, but we were not under central obc at that time,we were having state obc certificate nly at time, but we (delhi jat) got obc status on central level on march 2014,and when at the time of document verification in jan 2015,they have submitted my category certificate which was issued in 2015,saying that only date of issue matters which must be of before interview date..but my query is that will they consider me under obc,and at the time of joining iwill the alloted depatrment will accept me under obc or not,or they will cancel my candidature later??

The cut off date is at the time of issuance of gazette notification to bring the "JATS" in OBC category but not retrospectively.

Candidates belonging to castes/communities included in a state Other Backward Community (OBC) list but not in the central list are not entitled to avail reservation in central government services, the central administrative tribunal (CAT) has ruled.( Hindustan Times, New Delhi Updated: Dec 13, 2010 01:51 IST )

You were not eligible on the date of application.

If the department considers the validity of certificate on the date of appointment you would be eligible.

Refer to the advertisement of the post.

The issue involved is not the date of issue of the Caste Certificate, but the date of issue of the advertisement.

The date of issue of the Caste Certificate is immeterial - once the caste certificate is issued by the Competent Authority, it dates back to your date of birth.

However, in this case the job advertisement was issued prior to the caste being included in the central list. It is only a logical corollary that the newly enrolled castes can get the benefit only in case of the jobs advertised thereafter.
T. Kalaiselvan, Advocate Online (Expert) 09 February 2015
Agreed that if the caste notification was after the advertisement for recruitment then the eligibility criteria does not fall in line with the announce conditions for recruitment.
