govt college
post is of vice principal
seniority + post graduate
she is MA in pshycology MA in philosophy AND M.ED in philosophy
no voting sort of thing is done for the post
she belongs to sc caste
however apparently there is no such reservation mentioned we suppose.
post is filled by a person from science faculty, but his postgraduation was done later, is nxt to mom in seniority.
an application was made for the same but there was no reply for the same
and the post has been given to the above mentioned person

I still have to ask
(v) whether this is selection or non-selection post.
(vi) in which category the vacancy falls in reservation roster.
(vii) whether the appointee had the required qualification.
(viii) have you read recruitment rules of the post.

the following question can be replied only with reference to the recruitment rules framed for the post
(v) whether this is selection or non-selection post.
generic answer "gr rules shows that post are according to seniority" does not lead anywhere.

a selection post is the one in which a bunch of all persons having minimum qualification are considered and more meritorious is appointed irrespective of seniority.
the following question can be replied only with reference to the RECRUITMENT rules framed for the post
(v) whether this is selection or non-selection post.

if she is already holding a Gp-A post then no further reservation shall be there.
If not then the post has to be put in reservation roster and if falling on reserved slot then no non-SC can be considered.

All the departmental rules for promotion need to be referred, however, if she is not promoted, get the reason through RTI and file case.

The reaons for any decision cannot be sought in RTI.
RTI can only lie on the documents relating to the promotion and not on the reasons why your mom is not promoted.

it is a non selection post
it has nothing to do with the reservation.

if your mother is already holding a Gp-A post then the higher post will not be subject to reservation.
please consut the RR of the post and then state whether it is selection or non-selection post.
