How to determine the seniority among the compassionate appointees appointed in the same post for promotion?

Compassionate employees appointd in same post cannot demand as a matter of right for seniority promotion on par with other employees. However right yard stick followed is 1) to promote who joned first amomong them 2) If the compassionate empolyees appointed on same date,Sr.aged chance will stand first n be promoted accordingly. If the persons are appointed on different dates, then the seniority would be decided based on the date of joining.
If two or more persons join the same post on the same date, then the seniority would be fixed based on the date of birth of the employee. The person who is elder will be treated as junior to the one who is younger.

date of joinig is not the criteria for seniority.
