Grounds for compensation from D.D.A

(Querist) 08 September 2015 This query is : Resolved
I am a senior citizen. I was alloted a mig flat by d.d.a. DDA initially delayed in building the flat by almost 7 years then asked for an increased price.
I paid the differential and have got the lease deed registered.
Possession is yet to be handed over.
I went to see the flat but found that it is in very sorry state. Walls damaged, bathroom and kitchen unusable, doors and windows are missing, electric wiring is missing.
When shall I approach consumer court - before receiving possession or post receiving possession.
Can I seek speedy redressal on grounds of age? I can't travel too frequently.
What can be possible grounds for seeking compensation - Mental trauma, alternate residence rental, cost to make it habitable (it will be around 7.5 lakhs to make it habitable, as per quote from local contractor).
Interest on period of delay in delivery,
Please suggest.

Initiate correspondence with DDA pointing out all the defects and ask them for immediate rectification and giving possession. Wait for their reply. Then you can go to Consumer forum if reply is not satisfactory. There are no short-cuts in India for immediate judicial remedy.

Consult local lawyer and file consumer complaint.

Thank you sir.

@4WhatIsRight,
An anonymous author must be ignored to reply.
However, Consult and engage a local lawyer for a consumer complaint after pointing out the deficiency with DDA
