No offer letter given

Hello team ,
I have given interview on October 30 2015 at a consultant place . I was selected n asked to submit the documents to get offer letter .since there was lot of documents required. I submitted my documents by Nov 9 . When I asked the hr for offer letter they said will have to wait for another week . I called up my consultant they said he will get it done in 2 days . Since then every day he says within 2-3 day offer letter Will come to u in email . Finally I called up the h.r of tcs bpo on 7-12-2015 . I was surprised she said it will take another week and not sure of time when offer letter will be given . I called up consultant n said sir offer letter still he is saying 2-3 days . He wasted my entire month m not on a job from 6 months .I don't understand if a particular company don't have job why do they ask people to give interview and submit document. Now pls suggest me what can I do in this case .

Apparently you are not selected.
Try other consultants.
Did you pay any money to consultant and handover original documents?

Sir I have experience of 8 year in international bpo I am selected n have submitted my documents if I was rejected they will not ask me to submit the document. And I have all details of conversation between me tcs hr and the consultant. Can I take any action against them as they r fooling me . I have not paid them anything.

You have paid nothing for your job to consultant, no claim against him.
Company may call you to join at their requirement and you are free to join or not.
By giving interview, having qualification for the job or submitting document, you can not claim job as right in private concern. Even in Government jobs, selection process may spread beyond one year.

Thanks for the information sir . But what sense does it make with consultant when there is no opening asking to give interview submitting all doc n wait at home rather then helping in referring another company with other job.

As the experts opined you cannot claim the employment as a right. What is the legal action you think you can take against the employer or the consultant?, nothing, you cannot send even a legal notice because it was not a promise made and breached by them.
Better look for another employment.
