Fuel to Vehicles

Dear Sir/Madam,

Does Fuel provider responsible to Govt owned Vehicle.
If in a organisation Govt Vehicle owned by "X","Y","Z" Department & fuel is provided by Department "A". Suppose Vehicle did accident or damaged due to fuel, then what will be responsibility of fuel provider "A"
& X,Y,Z.
This is my first query since new Joinee, and hope will be recognized positively, as per Motor Vehicle act & local act.

I m engineering graduate sr, problem is that if vehicle owned by HR damaged/burned due to fuel quality/made accident/etc.
Will Purchase department answerable since fuel provided by them by tie-ups to pvt party( own IOCL pump) or providing through Smart credit card of banks to employees.

Because maintain petrol pump is different aspect and provide fuel to employees pertaining to HR employee welfare.

any caused the accident is first liable; if the causer of accident fuel then he has to prove how fuel made him cause accident, if not liability is on the driver and under vicarious liability the department owing the vehicle.

Any way if salt is going to replace oil too soon per experiment in Nevada, then fuel can never be of any cause to accident , accidents naturally by human error while negotiating the vehicle, obvious human errorp.
