Contract to regular appointment assistant professor

Hi Sir,
I am new to this forum, i have a query regarding the appointment of contact to regular.
My Wife is working as a Assistant professor in Punjabi University Patiala in Management Department. She is on contract basis from last more then seven years. She has been recruited via proper interview channel. There is no break in the service in complete tenure.
She has done P.H.D with course work.
Kindly guide me can she be regularized via legal process?
Please share if you anyone has already some court judgement similar to this case which may be helpful.

No employee can be regularized without framing the rules by State. As per my personal knowledge, the State of Punjab has initiated such scheme to regularize the contractual employees but it is to be announced within some days to come.

Yes, Punjab cabinet meeting is on 26th of September.
In that case university will have to adopt that rules ?
As university is an antonymous body.
Isn't there any law of regularization as of now if the candidate is fulfilling the eligibility criteria and also there is a vacancy ?

Though university principally is not bound to adopt the policy in to-to framed by State for its own employees but even then keeping in view the election period, the Govt. of Punjab is hurry to get his policy adopted by all undertakings working in Punjab wherein the citizen of Punjab are working.

Will that policy will help in the court case after wards for regularization ?

Please provide details of her initial contractual engagement and its renewal from time to time.

Hi Kumar,
She has been interviewed four times till now. There is not even single day gap in the service. Now the extension is going on time to time.
There is no break in full tenure.

Id university do not adopt the policy framed by state then it is difficult to demand equality with the employees of State Government.

In that case the eligible candidates will be regularized at the same time ?

Intent of the govt has been published.
Teacher's forums keep good follow up.
Keep in touch.
If you wish to approach court before or in absence of such policy, consult a very able counsel specializing in service matters.
Labor/service matters is altogether different field of law and in each city there are a few counsels that specialize in it. They are well known and usually such matters are referred to them.
Visit civil courts/HC/CAT/CGIT/Labor court etc and find out and consult.
Your able counsel can opine on options,merits in options.

Respected Sir,
I need some guidance on the same matter. In November 2013 university relieved her saying that she is not qualified for the post as per UGC norms. We filed a case in High Court CWP/25696/2013 for the same and it is linked with Supreme Court same nature of Case SLP (C)/7277/2014.
She has been reinstated with immediate effect after punjab amd haryana high court decision. She had completed here PHD and has been awarded Degree in March, 2014 (Eligible as per the UGC Norms). Now university has revised the salaries of all contract assistant professors from 21600 to 30000 from 1st July, 2018. Its been an year she did not get the incremental salary as University says that you are under court case.
