Rules and Regulations vary from department to department.

Though Central Govt. and a few State Govt. have already declared that Self Attestation of documents is sufficient but still for couple of purpose attestation of documents either by Notary or by Magistrate are required.

Better comply with the requirements as provided by the rules and regulations governing the concerned purpose.

Debatable academic questions should be put up to your tutor.

Agree with colleague Dr JC Vashist.

The main object of attestation is to ensure that duplicate or xerox shall be exactly as per the original and no mis-utilisation or falsification of document is done.

Thus various government authorities have prescribed relevant rules.

Better you follow the rules instead of unnecessary debating in these forums.
