Pagdi system

We have 4 shops on pagdi system and now i want to build a floor on top of the shops. The pagdi tenants are demanding for ownership and are also not willing to pay any amount for the same.
What can i do?

Only shops are on rent, seems this is without roof rights. Landlord can construct on roofs.

It is sweet will of owner to sell to tenant or not.
Check if roof rights are part of agreement or not.

The owner wishes to build another shop over thier shop and is also demanding for some money. In return offering them ownership
*Does the owner have any right to build shop for himself(owner) on top in return giving the down shop tenents ownership and also demand for some money?

What is wrong in offer of owner as per you!
Remember tenant is not owner.
