What is yor problem or issue ? If Executive officer, the next highr authority or the one prescribed in the Department, if it is quasi judicial functioning.

Generally Deputy Commissioner is appellate authority for an order passed by SDO.
However, it differs from subject to subject matter, consult a local prudent lawyer for better appreciation of facts, analyse, guide and proceed professionally.
