Theft occurs in railway ac coach

Sir,
Somebody has told me that we can file consumer case against railway if grp is unable to trace our lost bag in 6konths time which has costly items in it. Is it correct or not. My mother handbag had been theft last feb.at dakshin express and still grp has no clue about it. Please guide me that is it possible to file consumer case against railway as it is railway duty to provide security to passengers and their belongings.
