How to fix the seniority of an Employee who has been transferred from one unit of operation to another unit of operation (unit of operation means different units for the purpose of determining seniority) in the same department of the government.

there are no common rules for such things.

different departments follow different procedures/precedences for such things.

Normal seniority rules are that the seniority of an employee, if transferred in the same department of the Government does not get affected in anyway if transfer is the condition of service and the transfer is made in the interest of service.
