Esi liability of subcontractor,/principal employer

sir,
am working in a public limited company.now company is undertaking expansion of sep plant.contract has been awarded to a Delhi based firm.contractors in turn have entrusted a subcontractor to carry out repairs,expansion and other works of mechanical nature.total employees appointed by subcontractor is about 20.the original contract does not contemplate subcontract.here who is liable to enroll them in esi/pf schemes.is it the company.principal contractor or subcontractor appointed by pricipal contractor?

The subcontractor.

The original company might not have contemplated how many people would be required, whether the same would be contract labour or so on.

If the company wanted to get in to all this, they would have executed the work themselves.
