in your reply to legal notice mention that you have continued in office till 1st august .
frankly for rs 17,000/ going to court wont be advisable . your legal expenses will be far higher .

This is not a police matter. You shall have to engage the service of a local lawyer and he shall serve a legal notice to the company on your behalf. You shall have to wait for the response against the notice and after expiry of notice period mentioned therein, shall have to file a complaint with Labour Officer (Commissioner under Payment of Wages Act) under section 15 of Payment of Wages Act and rest action shall be initiated by him.

I think you tried to adopt short-cuts and verbal discussions more than on formal actions. Besides, you also showed impatience in filing a compalint with police where the police does not have any role in service matters.
You have come to this forum after spoiling your case to much extent.
Anyway, now it is better to adhere the advice of Shri Raj Kumar makkad not only to avoid any more damage to your case, but also to rectify the past mistakes.
